More than 2,000 written comments have now been submitted on the State of Alaska’s proposal to transfer nearly 20,000 acres of public land near Houston to the Alaska Industrial Development and Export Authority (AIDEA).
This week brings several opportunities for the public to learn more and speak up.
AIDEA’s Board of Directors meets Wednesday, August 26, and members of the public can provide up to two minutes of testimony during the board’s public comment period.
The Alaska Department of Natural Resources (DNR) will then hold virtual public information meetings on August 27 and September 2 to explain how it is reviewing AIDEA’s application and how public comments are incorporated into the decision. The written comment period on the land transfer remains open through September 14, 2026.
What is being proposed?
As we reported in July, AIDEA has applied to receive approximately 19,950 acres of state-owned land near Houston to create a large multi-use industrial and energy development district. AIDEA has identified a wide range of possible future uses, including data centers, manufacturing, warehouses, energy and utility infrastructure, gravel extraction, rail-related development, and workforce housing. At the same time, specific tenants and projects have not yet been identified. AIDEA Board Meets August 26
AIDEA will hold its next Board of Directors meeting Wednesday, August 26 at 9:00 a.m. Alaska Time. The published agenda does not specifically list the Houston land transfer, ADL 234762, as a separate agenda item. It does, however, include a public comment period, an executive session involving AIDEA finances, investments and multiple projects, and general project updates. Members of the public may testify during the meeting and will have two minutes per person to provide comments.

The agenda instructs callers who want to testify to press *9 after board roll call and agenda approval. Callers will then be unmuted individually when it is their turn to speak.
Questions members of the public may want to raise include:
- Why does AIDEA need nearly 20,000 acres before specific projects or tenants have been identified?
- What specific developments does AIDEA currently anticipate for the property?
- Why is a permanent land conveyance necessary rather than leasing land as individual projects move forward?
- What environmental and community review will occur after the land is transferred?
- How will AIDEA ensure continued public involvement as individual projects are proposed?
AIDEA also accepts written public comments at Communications@aidea.org. The agenda states that comments intended to be distributed to board members before the meeting should be submitted by 4:00 p.m. the day before the meeting.
DNR Will Hold Two Public Information Meetings
DNR announced the additional meetings after receiving more than 2,000 written comments on the proposed land transfer.
The meetings are intended to explain:
- DNR’s statutory and regulatory responsibilities;
- the process used to evaluate AIDEA’s application; and
- how public comments are incorporated into the final decision.
Importantly, these meetings are informational only. DNR will not take public comments during either session.

While testimony will not be accepted at the DNR meetings, they may provide useful information for anyone preparing written comments before the September 14 deadline.
The Public Comment Period Is Still Open
The most important opportunity for formal participation remains DNR’s written comment process.
Comments on ADL 234762 are due September 14, 2026.
The State says agency and public comments will be considered as part of its review and final decision.
People submitting comments may want to address questions including:
- Why is a nearly 20,000-acre transfer necessary for the proposed development district?
- What alternatives to transferring the entire property were considered?
- Why should the State permanently convey the land rather than retain ownership and lease individual sites?
- What specific industrial and energy development is anticipated?
- How much water and electricity could future development require?
- How could development affect wetlands, wildlife habitat and nearby waterways?
- How would public access and recreation be affected?
- What conditions or protections would remain in place after the land is conveyed?
- What opportunities for public participation will remain after AIDEA takes ownership?
- How are the more than 2,000 comments already submitted affecting DNR’s review?

August 26: AIDEA Board Meeting — public testimony available, limited to two minutes per commenter.
August 27: DNR virtual public information meeting at 6:00 p.m.
September 2: DNR virtual public information meeting at 11:30 a.m.
And most importantly:
September 14: Deadline to submit written comments to DNR on ADL 234762.
